This is true for many people, not only for this particular person. I was in Belgium for a while, the people there talk like they will start fight in next minute. When I was working in a nice office room, really you will not believe when those people talk, they gave me head ache! I think in Belgium talking extremely loud is a way of throwing their points. Same for talking phone! They just dont care about other. In my observation, people who has less intelligence, problem with hearing, no sense of commonality feeling/civics sense talk loud. In that case Belgian people are combination of all of those, and this guy in the story, who was slapped, is not the only person in Europe. There are many, naturally present with us, in the UK, in Europe! We all should be careful about this.
